Pickaxes and Mastery Points are different resources.

The number of Pickaxes you have is displayed at the top of the Relics screen, while the number of Mastery Points is shown in the progress bar.

You will be able to level up once you have enough Mastery Points. To do so, you will need to spend the number of Pickaxes shown on the button.
